ARTICLE X. FISCAL YEAR

The fiscal year of this Association shall be May 1 through April 30.


ARTICLE XI. PARLIAMENTARY AUTHORITY

The current edition of Robert's Rules of Order, Newly Revised shall be the parliamentary authority where applicable, and where there is no conflict between said Rules and the Bylaws and Articles of Incorporation of NALS and the Bylaws and Articles of Incorporation of this Association.


ARTICLE XII. AMENDMENT TO BYLAWS

SECTION 1. Procedure and Notice. The Bylaws may be amended at any annual meeting of this Association by a two-thirds vote provided the amendment(s) shall have been submitted to the Parliamentarian not less than seventy-five (75) days prior to the opening date of such annual meeting and to the chartered local chapter presidents and members-at-large at least forty-five (45) days prior to said annual meeting. The Executive Secretary shall certify to NALS that such amendment is not in conflict with the bylaws of the National Association.

SECTION 2. Effective Date. Amendments to these bylaws shall take effect immediately upon adoption unless otherwise specified.

SECTION 3. Corrections. Grammatical, editorial, or correlation changes in these bylaws or amendments, which in no way alters the intent of the respective bylaw, may be effected by the Parliamentarian without vote, subject to the approval of the Executive Committee.

SECTION 4. In no event shall any amendment to these bylaws be adopted which in any way contravenes the Bylaws, Standing Rules, or policies of NALS.


ARTICLE XIII. DISSOLUTION OR WITHDRAWAL

In the event of dissolution or withdrawal of this Association from NALS, the procedures set forth in the Bylaws of NALS shall be followed.
