ARTICLE VII. DUTIES OF OFFICERS

The duties of the officers shall be as implied by their respective titles and as defined by the bylaws and the standing rules of this Association and shall include the following:

SECTION 1. President. The President shall:

A. Preside at all meetings of this Association and the Executive Committee.

B. Appoint the Parliamentarian and committee chairmen, subject to the approval of the Executive Committee.

C. Sign checks for authorized disbursements in the absence or inability of the Treasurer.

D. Generally manage the day-to-day business of this Association.

E. Supervise this Association's compliance with these bylaws and the bylaws and standing rules of NALS.

F. Serves as an ex officio member of all committees except nominations and audit. 

SECTION 2. President-elect. The President-elect shall:

A. Assume the duties of the President in the absence of the President.

B. Coordinate the marketing activities for this Association.

C. Appoint a committee for investigation of any alleged violations of the Code of Ethics and Professional Responsibility as adopted by NALS and act as chairman of such committee. Disciplinary proceedings shall be commenced in accordance with the disciplinary procedures set forth in NALS bylaws and standing rules.

D. Serve as liaison officer for the members-at-large of this Association.

E. Assist the President and perform such other duties as may be assigned by the President, Executive Committee, or Board of Governors.

SECTION 3. First Vice President. The First Vice President shall:

A. Assume the duties of the President, in the absence of the President and President-elect.

B. Serve as the chairman of the Membership Committee. 

C. Perform such other duties as assigned by the President, Executive Committee, or Board of Governors.

SECTION 4. Second Vice President. The Second Vice President shall:

A. Perform the duties of the President in the absence of the President, President-elect, and First Vice President.

B. Serve as the chairman of the Continuing Education Council. 

C. Perform all duties as assigned by the President, Executive Committee, or Board of Governors.

SECTION 5. Executive Secretary. The Executive Secretary shall:

A. Give notice of the call of meetings issued by the President or other proper persons and shall record the minutes of all meetings of this Association.

B. Provide copies of the minutes of meetings of this Association to the Board of Governors within thirty days following such meeting.

C. Keep an inventory of all legal documents, records, and equipment.

D. Coordinate with the President and where indicated, with other officers, in timely furnishing to NALS all reports and other required information.

E. Perform such other duties as are assigned by the President, Executive Committee, or Board of Governors.

SECTION 6. Treasurer. The treasurer shall:

A. Secure a bond at the discretion of the Executive Committee, the cost of the bond to be paid by the Association.

B. Be custodian of all funds of this Association.

C. Sign checks for authorized disbursements.

D. Prepare and present a budget for the operation of this Association.

E. Perform such other duties as are assigned by the President, Executive Committee, or Board of Governors.

SECTION 7. Immediate Past-President. The Immediate Past-President shall:

A. Act as liaison with the NALS Regional Director to keep the members of this Association informed as to the actions of the NALS Board of Directors.

B. The Immediate Past-President may simultaneously serve as NALS Regional Director, if so elected.

SECTION 8. Parliamentarian. The Parliamentarian shall:

A. Advise the President and members on procedures when requested. Do not assume the President's privilege to rule on questions of parliamentary authority and procedure.

B. Interpret the bylaws, standing rules, and the adopted parliamentary authority when requested.

C. Maintain a current file of the Bylaws and Standing Rules of NALS and of this Association, making them available at all meetings.

D. Process all amendments to bylaws from all local chapters and this Association in accordance with the Bylaws and Standing Rules of NALS.
